The 3.5 PHB descriptions for both the composite longbow and the composite
shortbow mention that the maximum STR bonus a composite bow may be designed
to utilize is "indicated".

_Where_ is this indicated? I seem to be over-looking the information.

That sentence doesn't say what you think it says. Here it is, for the
group:

"A composite longbow can be made with a high strength rating [...] to
take advantage of an above- average Strength score; this feature
allows you to add your Strength bonus to damage, up to the maximum
bonus indicated for the bow."

What it's saying is, each bow has a maximum, and you can't add more
than the individual bow's indicated bonus. Not that each type of bow
has a maximum "maximum bonus".

Thanks for the perspective. My current DM took the values listed in the
3.0E PHB to be absolutes, so I was reading from the "other" perspective.
That made no sense with the new weapon size setup...

It would be indicated in a particular weapon. A standard bow has a
maximum +0. They didn't actually make a chart with the different
strengths available like in 3.0. Each point of str bous usable with a
bow now adds 100 gp to it's cost. There doesn't appear to be a limit
of +4 anymore either like in 3.0.
